Project Overview

Pacific Asbestos Consultancy was engaged to provide specialist asbestos consultancy services for the redevelopment of the historic Antonio Hall site at 265 Riccarton Road, Christchurch.

The project involved assessing a large, fire-damaged and structurally compromised building prior to demolition and redevelopment works. Due to the condition and complexity of the site, the asbestos survey required careful planning and a methodical approach to identify and assess asbestos-containing materials throughout the building.

PAC continues to provide independent asbestos consultancy support throughout the project, including air monitoring, clearance inspections and compliance reporting during asbestos removal works.

Project Requirements

The project presented several complex site conditions requiring careful asbestos management.

  • Extensive fire damage throughout the building

  • Structurally compromised and deteriorated building elements

  • Restricted access to certain areas due to safety concerns

  • Large and complex building footprint

  • Requirement to identify asbestos-containing materials before demolition activities commenced

  • Coordination between demolition contractors, asbestos removal teams and project stakeholders

Scope of Services

  • Comprehensive asbestos demolition survey

  • Identification and assessment of asbestos-containing materials (ACMs)

  • Development of asbestos registers and technical reporting

  • Independent asbestos air monitoring during removal works

  • Clearance inspections following asbestos removal activities

  • Compliance reporting and documentation

  • Ongoing coordination with demolition and asbestos removal contractors

Technical Approach

Due to the condition of the building, PAC implemented a careful and methodical assessment approach to identify asbestos risks within a challenging site environment.

PAC worked closely with Taggart Earthmoving, Mainland Capital and asbestos removal contractors to provide independent technical oversight throughout the project.

Through detailed surveying, ongoing air monitoring and verification inspections, PAC supported the safe progression of asbestos removal and demolition activities while maintaining compliance with New Zealand asbestos requirements.

Project Outcome

PAC's involvement enabled the safe planning and execution of asbestos removal and demolition works at one of Christchurch's significant redevelopment sites.

By providing independent consultancy services from initial assessment through to ongoing monitoring and clearance inspections, PAC helped ensure asbestos risks were professionally managed throughout the project.

This project demonstrates Pacific Asbestos Consultancy's capability to deliver specialist asbestos consultancy services for complex, high-risk demolition and redevelopment environments involving challenging site conditions and multiple project stakeholders.
