Dale Austen
Director | Licensed Asbestos Assessor
Dale Austen is the Director of Pacific Asbestos Consultancy and has over 20 years of experience across the asbestos, demolition, insurance restoration and environmental services industries.
Throughout his career, Dale has worked alongside insurance companies, government agencies, local authorities, housing providers, Iwi organisations, commercial property owners, demolition contractors and asbestos removal companies throughout New Zealand and the Pacific region.
His experience spans asbestos management, hazardous materials, mould remediation, structural drying, emergency response and complex demolition projects, providing clients with practical solutions across challenging environments.
Dale is a WorkSafe New Zealand Licensed Asbestos Assessor and holds the required industry certifications for asbestos surveying, air monitoring, clearance inspections and consultancy services.
As Director, Dale remains actively involved in project delivery, client relationships and strategic growth, with a vision of establishing PAC as a leading asbestos and hazardous materials consultancy throughout New Zealand and the wider Asia-Pacific region.
Elijah Austen
Director | Licensed Asbestos Assessor
Elijah Austen is a Director of Pacific Asbestos Consultancy and a WorkSafe New Zealand Licensed Asbestos Assessor with experience across asbestos surveying, air monitoring, clearance inspections and project delivery throughout New Zealand.
Elijah holds internationally recognised BOHS qualifications, including:
IP402 – Surveying and Sampling Strategies for Asbestos in Buildings
IP404 – Air Monitoring, Clearance Inspections and Reoccupation Following Asbestos Removal
Since entering the asbestos industry following university studies, Elijah has contributed to a wide range of residential, commercial, industrial, demolition and redevelopment projects.
His role within PAC includes technical reporting, project delivery, client liaison and maintaining the professional standards that underpin the company's reputation.
Hugo Toye
Director | Licensed Asbestos Assessor
Hugo Toye is a Director of Pacific Asbestos Consultancy and a highly experienced asbestos professional with more than 10 years of industry experience.
Hugo is a WorkSafe New Zealand Licensed Asbestos Assessor and holds internationally recognised BOHS qualifications, including:
IP402 – Surveying and Sampling Strategies for Asbestos in Buildings
IP404 – Air Monitoring, Clearance Inspections and Reoccupation Following Asbestos Removal
